VACANCY ANNOUNCEMENT(RE-ADVERTISED).
On behalf of Mpango wa Kurasimisha Rasilimali na Biashara za
Wanyonge Tanzania (MKURABITA), Public Service Recruitment
Secretariat invites qualified Tanzanians to apply for the post of
Research, Monitoring and Evaluation Officer.
1. Background
MKURABITA is a Government initiative seeking to establish a
legal and institutional framework which can facilitate effective
formalization of extra-legal real estate and business assets.
MKURABITA intends to empower owners of the formalized assets
to use them in accessing capital and other socioeconomic
opportunities available in the expanded market
economy. The Program is coordinated and supervised by the
President’s Office – State House.
2. RESEARCH, MONITORING AND EVALUATION OFFICER;
2.1. DUTY STATION: DAR ES SALAAM
2.1.1 DUTY DURATION: FIVE YEARS CONTRACT
2.1.2 REPORTS TO: PROGRAM COORDINATOR
3. MAIN PURPOSE OF THE JOB
To ensure timely availability of feedback on Status and impact of
the formalization activities that focus on empowering people to
use their assets to acquire capital for operation of their
economic activities. Further, the Job intend to ensure
timely obtaining and assessing the feedback on implementation
of Capacity Building approach on formalization at Local
Government Authorities (LGA) in order to achieve ownership
and sustainability of the formalization activities at the LGAs
4. DUTIES AND RESPONSIBILITIES
The Research, Monitoring and Evaluation Duties and
Responsibilities;
i. Conducting research specifically on formalization agenda
in Tanzania Mainland and Zanzibar for the purpose of
developing reform proposals which will facilitate the
implementation of formalization activities in Tanzania;
ii. Prepare/Review the Monitoring and Evaluation Framework
to ensure that the formalization activities performed by
MKURABITA and other stakeholders are properly Monitored and
Evaluated;
iii. Monitoring the implementation of Property and
Business formalization activities in various Districts Councils in
Tanzania Mainland and Zanzibar to ensure that the objectives
and targets are achieved;
iv. Evaluating the implementation of formalization activities
in Tanzania for tracking impacts of Formalization on Empowering
the people to access capital for their economic activities;
v. From time to time prompt and facilitate Evaluation of the
Informal sector in the country and report the results.
vi. Creating and updating of formalization activities Data Base
to ensure availability of formalization information for informed
decision making;
vii. In liaison with the Legal Specialist, Monitor and
evaluate implementation of Legal and Institutional Reform
Proposals in Sector Ministries;
viii. Liaising with Program Development Communication
Specialist to evaluate the practical implication of implementing
the Development Communication Strategy from time to time;
ix. Prepare Work Plans and Budgets for Research, Monitoring
and Evaluation Unit.
5. Qualifications and Experience
i. The candidate should have either Degree in Economics
or Development Planning from recognized University;
ii. The candidate should have five (5) years working experience
in Developing and
Implementing Monitoring and Evaluation Frameworks;
iii. The Candidate should have reputable experience in
conducting Social Science Research and demonstrate Analytical
Skills on the use of Statistical Tools.

MKURABITA’s salary scale awaits the suitable candidate

v. Form VI and form VI results slips are strictly not accepted,

viii. Applicants employed in the public service should route their

ix. Applicants who have/were retired from the Public Service for
whatever reason should not apply,
x. Applicants should indicate three reputable referees with their

xi. Certificates from foreign examination bodies for Ordinary or
Advanced level education should be certified by The National
Examination Council of Tanzania (NECTA) and National Council
for Technical Education (NACTE)
xii. Certificates from foreign Universities should be verified by
The Tanzania Commission for Universities (TCU),
xiii. The attachments shall include one recent passport size
photos; certified copies of academic certificates, transcripts and
the applicant’s birth certificate.
