Regional Monitoring and Evaluation Officer - MWANZO BORA
NUTRITION PROGRAM
Location: Dodoma Municipality, serving Dodoma and
Manyara Regions
Reporting to: Regional Coordinator, Dodoma Region
Africare, a USA-based Private Voluntary organization
headquartered in Washington D.C, is inviting applications from
qualified Tanzanians to fill the position of a Regional Monitoring
and Evaluation Officer for Mwanzo Bora Nutrition Program
(MBNP) based in Dodoma Municipality and serving Dodoma and
Manyara Regions, MBNP is a USAID-funded program through
Feed the Future (FtF) and Global Health Initiatives (GHI). The
goal of the project is to support the Government of Tanzania to
reduce maternal anemia and childhood stunting by at least 20%
in six mainland regions of Dodoma, Iringa, Manyara, Mbeya,
Morogoro and Songwe and three districts in Zanzibar.
Description of the Position
The incumbent will, working under the supervision of the MBNP
Dodoma Regional Coordinator, and in close consultation and
collaboration with MBNP Manyara Regional Coordinator (based
in MBNP Dodoma Office), plan, guide, coordinate, supervise and
report on activities of the program including achievements and
identify areas needing improvements in both Dodoma and
Manyara Regions. In addition, the M&E Officer will collaborate
with other MBNP Regional Staff—Nutritionist, Finance and
Admin Officer and other support staff; government staff in the
region, MBNP sub-grants Civil Society Organizations (CSOs) and
other partners in nutrition..
Responsibilities
• Ensure routine monitoring and evaluation of project
indicators and intervention areas;
• Initiate/ensure clear, efficient and timely communication and
reporting in respect to the programmatic, administrative and
financial needs of the project in the region.
• Record data received weekly and monthly from CSOs and
other field offices and maintain updated dataset at the
Regional Office. Compile weekly, monthly, quarterly, semi-annual
and annual program reports for review by MBNP Regional
Coordinator, and Africare/Mwanzo Bora Tanzania Country Office
(CoP, DCoP, M&E…)
• Participate in MBNP qualitative and quantitative assessments
such as Data quality assessment (DQA) and lot quality assurance
sample (LQAS) at regional level.
• Manage the program datasets, compile and analyze project
implementation reports and evaluate them against work plans,
project objectives, indicators and the budget for strategic
planning.
• Disseminate information about standards of performance in
the project, develop project M&E plans, and lead staff in
developing monitoring tools including questionnaires, recording
formats and checklists. Lead the implementation of M&E plans
and ensure that M&E systems in the regional office are well
maintained.
• Work closely with MBNP M&E Specialist to design efficient
data collection and analysis systems, conduct periodic review of
data, generate strategic information, and make
recommendations to senior management team.
• Assist MBNP M&E Unit to strengthen the capacity of MBNP
staff, MBNP supported CSOs, Health Facility Workers and
volunteers in collecting, analyzing and utilizing data.
• Assist MBNP regional staff in understanding M&E guidelines
and procedures and develop initiatives for staff capacity
building and coordinate guidelines on M & E standards and
criteria.
• Support strategic partners and sub-grantees CSOs in
developing work plans and sound M&E systems.
• Oversee identification, synthesis and dissemination of best
practices and lessons learned from MBNP activities.
• Organize and conduct periodic meetings with local
collaborating agencies, partners and stakeholders to discuss
achievements and challenges and lessons learnt.
Qualifications
• A Bachelor’s degree in Agricultural Sciences, Social Sciences,
Nutrition, Economics, Statistics, Community Development,
Health Management or equivalent qualification in the relevant
field. Master's Degree relevant field will have an added
advantage.
• A minimum of three (3) years experience in Monitoring and
Evaluation (M&E) activities;
• Proven training ability in M&E development and
implementation and/or facilitating learning-oriented analysis
sessions of M&E data with multiple stakeholders;
• Demonstrated data analysis and report writing skills;
• Proven computer skills;
• Ability to communicate fluent in both English and Kiswahili
languages,
• Ability to work both as individual and as a team with minimal
supervision.
